This is an essay on the development of civil society in post-colonial multi-ethnic countries. Using Burma, Indonesia, and the Philippines as examples Tharckabaw discusses the relationship between dominant and minor ethnic groups in society and concluding that federal, secular government is necessary for creating viable civil society in these countries.
