The paper focuses on the potential of e-government to transform local government in transitional democracies. The paper shows how the application of Internet-based technologies can help to promote efficiency and sometimes encourage transparency and build trust in government, as well as increase political participation. The paper concludes by discussing obstacles to the implementation of e-government in the transitional societies of Eastern Europe and Russia. 2 pages.
